If all the world interacted on the basis of consensus, the world would be a far better place. But if all the world functioned on the basis of sense of the meeting, as Friends do, the world would be a very different place altogether. Everyone would have full responsibility to find the best way forward for everyone.
Worries mount that the college has strayed too far from its liberal arts core. Suspicions run high that college leaders reached recent important decisions without regard for one of the key governance principles rooted in its Quaker identity: consensus.
This is an aspect of group discernment and consensus decision making rarely discussed among Quakers. Likely this is because the presumption is that in worshipful business meetings the presumption is that decision making is Spirit-led. It is a noble ideal and one that I have seen in action. And yet, it is also a dynamic that can be subject to abuse and as such ought to prompt some self-examination and possibly some intentional safeguards into meeting processes.
L.A. Kauffman’s critique of consensus decision making in The Theology of Consensus is a rather perennial argument in lefty circles and this article makes a number of logical leaps. Still, it does map out the half-forgotten Quaker roots of activist consensus and she does a good job mapping out some of the pitfalls to using it dogmatically:

All that said, it’s hard for me not to roll my eyes while reading this. Perhaps I just sat in on too many meetings in my twenties where the Trotskyists berated the pacifists for slow process (and tried to take over meetings) and the black bloc anarchists berated pacifists for not being brave enough to overturn dumpsters. As often as not these shenanigans torpedoed any chance of real coalition building but the most boring part were the interminable hours-long meetings about styles. A lot of it was fashion, really, when you come down to it.
This piece just feels so…. 1992 to me. Like: we’re still talking about this? Really? Like: really? Much of evidence Kauffmann cites dates back to the frigging Clamshell Alliance—I’ve put the Wikipedia link to the 99.9% of my readers who have never heard of this 1970s movement. More recently she talks about a Food Not Bombs manual from the 1980s. The language and continued critique over largely forgotten movements from 40 years ago doesn’t quite pass the Muhammad Ali test:
Consensus decision making is a tool, but there’s no magic to it. It can be useful but it can get bogged down. Sometimes we get so enamored of the process that we forget our urgent cause. Clever people can use it to manipulate others, and like any tool those who know how to use it have an advantage over those who don’t. It can be a tribal marker, which gives it a great to pull together people but also introduces a whole set of dynamics that dismisses people who don’t fit the tribal model. These are universal human problems that any system faces.
Consensus is just one model of organizing. When a committed group uses it for common effect, it can pull together and coordinate large groups of strangers more quickly and creatively than any other organizing method I’ve seen.
Just about every successful movement for social change works because it builds a diversity of supporters who will use all sorts of styles toward a common goal: the angry youth, the African American clergy, the pacifist vigilers, the shouting anarchists. But change doesn’t only happen in the streets. It’s also swirling through the newspaper rooms, attorneys general offices, investor boardrooms. We can and should squabble over tactics but the last thing we need is an enforcement of some kind of movement purity that “calls for the demise” of a particular brand of activist culture. Please let’s leave the lefty purity wars in the 20th century.
Careful and deliberate discernment held in a manner of unhurried prayer is fine in most instances, but what’s a group if Quakers to do when a fire alarm goes off? Do we sit down in silence, stay centered there some number if minutes, and then open up a period of ministries to reach toward discernment.
Of course we don’t. Who would? Like any group if people in the modern world, we assemble without question and leave the premises. But why? Because of shared language and testimonies.
A ringing bell does not, by itself, constitute a call to action. Power up your time machine and bring your battery-powered alarm system back a few thousand years and set it off. People would look around in confusion (and might be afraid if the alien sound), but they wouldn’t file out of a building. We do it because we’ve been socialized in a language of group warning.
Ever since our schooldays, we have been taught this language: fire alarms, flashing lights, fire pull boxes. We don’t need to discern the situation because we already know what the alarm means: the likelihood of imminent danger.
Our response also needs little discernment. We might think of this as a testimony: a course of action that we’ve realized is so core to our understanding of our relation to the world that it rarely needs to be debated amongst ourselves.
I must have participated in a hundred fire drills in my lifetime, but so far none of the alarms have been fires. But they have served a very real purpose.
When we do media in an advocacy sense, most of our time is spent developing and reinforcing shared language and obvious courses-of-action. We tell stories of previous situations and debate the contours of the testimonies. We’re readying ourselves for when we will be called to action.
Strangely enough, the Philadelphia Inquirer has published a front-page article on leadership in Philadelphia Yearly Meeting, “Friends frustrate some of their flock, Quakers bogged down by process, two leaders say”. To me it comes off as an extended whine from the former PhYM General Secretary Thomas Jeavons. His critiques around Philadelphia Quaker culture are well-made (and well known among those who have seen his much-forwarded emails) but he doesn’t seem as insightful about his own failings as a leader, primarily his inability to forge consensus and build trust. He frequently came off as too ready to bypass rightly-ordered decision-making processes in the name of strong leadership. The more this happened, the more distrust the body felt toward him and the more intractible and politicized the situation became. He was the wrong leader for the wrong time. How is this worthy of the front-page newspaper status?
The “Making New Friends” outreach campaign is a central example in the article. It might have been more successful if it had been given more seasoning and if outsider Friends had been invited to participate. The campaign was kicked off by a survey that confirmed that the greatest threat to the future of the yearly meeting was “our greying membership” and that outreach campaigns “should target young adult seekers.” I attended the yearly meeting session where the survey was presented and the campaign approved and while every Friend under forty had their hands raised for comments, none were recognized by the clerk. “Making New Friends” was the perfect opportunity to tap younger Friends but the work seemed designed and undertaken by the usual suspects in yearly meeting.
Like a lot of Quaker organizations, Philadelphia Yearly Meeting has spent the last fifteen years largely relying on a small pool of established leadership. There’s little attention to leadership development or tapping the large pool of talent that exists outside of the few dozen insiders. This Spring Jeavons had an article in PYM News that talked about younger Friends that were the “future” of PYM and put the cut-off line of youthfulness/relevance at fifty! The recent political battles within PYM seemed to be over who would be included in the insider’s club, while our real problems have been a lack of transparency, inclusion and patience in our decision making process.
Philadelphia Friends certainly have their leadership and authority problems and I understand Jeavons’ frustrations. Much of his analysis is right. I appreciated his regularly column in PYM News, which was often the only place Christ and faith was ever seriously discussed. But his approach was too heavy handed and corporate to fit yearly meeting culture and did little to address the long-term issues that are lapping up on the yearly meeting doorsteps.
For what it’s worth, I’ve heard some very good things about the just-concluded yearly meeting sessions. I suspect the yearly meeting is actually beginning a kind of turn-around. That would be welcome.
